Abstract
Relevant in the study of the national system of higher education is quality assessment. This is due to systemic technological and content changes: the creation of a modern digital educational environment, the introduction of individual learning paths in the context of academic mobility and the development of network educational consortiums, the transition to a modular principle of education, the strengthening of professional practical training and the educational component of the educational program, the desire of participants in the educational process to receive reliable information to make different decisions. The non-state system for assessing the quality of higher education has declared itself with renewed vigor. In the article, it is presented as a set of organizational and functional structures, norms and rules, diagnostic and evaluation procedures. In the current regulation of educational activities, a systematic approach is important at the macro level and at the level of an educational organization, a specific educational program. The strategy in the development of a non-state system for assessing the quality of higher education is the formation of a culture of quality, the creation of a motivational mechanism based on a single conceptual and methodological basis for assessing the educational achievements of each student. Systematic and strategic approaches to assessment lead to the effective operation of an educational organization, the quality of educational programs, taking into account the needs of the main users.
