Abstract

The article examines methodological approaches and human resource management (HRM) models in the creative economy, drawing on the experiences of leading international nations. The primary research objective is to develop conceptual HRM approaches tailored for the Republic of Kazakhstan. The study analyzes institutional frameworks and justifies the transition from traditional management to Strategic HRM (SHRM), emphasizing flexibility and value-orientation. It systematizes international practices, such as the UK’s cluster approach and Sweden’s horizontal structures, offering specific recommendations for their adaptation to the national context. The scientific and practical significance of the study lies in improving the effectiveness of HR management to achieve the goal of increasing the contribution of the creative sector to Kazakhstan's GDP.
