Abstract

The article discusses the key trends in the formation of digital literacy of the population of Kazakhstan in 2019-2024 as one of the most important indicators of the digital transformation of society. The relevance of the study is substantiated due to the need to overcome digital inequality due to age, territorial and regional differences. The purpose of the study is to analyze the level of digital literacy of the population of Kazakhstan, taking into account age, territorial and regional aspects. The object of the study is the level of digital literacy of the population of Kazakhstan, characterized as the proportion of users who have the skills to work with a personal computer, mobile devices, standard programs, as well as receive services and services via the Internet. The work uses the results of sample surveys of households conducted by the Bureau of National Statistics of the Republic of Kazakhstan on a representative population of 21,000 households annually. The methods of descriptive statistics and comparative analysis were applied, which made it possible to identify patterns of growth in digital literacy and determine the factors of digital inequality. It is shown that the level of digital literacy of the population has a stable positive trend in all age categories, with the highest growth rates noted among young people. The gap between the city and the village, as well as between regions, where the differences reach 14 percentage points, remains. Regional differences are analyzed and leaders and outsiders in terms of digital literacy are identified. Key areas for improving digital literacy are identified, including infrastructure development, expansion of educational programs, social inclusion, public-private partnerships and cybersecurity.
