Abstract

The article presents a comprehensive analysis of the current state and dynamics of human capital development in various regions of the Republic of Kazakhstan. The study covers several key aspects of the labor market, such as personnel training, the demand for specialists in priority sectors of the economy (energy, construction, transport and logistics, agriculture and mechanical engineering), as well as an analysis of the structure of employment and unemployment in six regions of the country. This article uses materials from the project, which were implemented with the financial support of the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan within the framework of the IRN PCF: BR21882382 on the topic: "Development of atlases of new professions and competencies in the regions of Kazakhstan based on the Skills Technology Foresight method". The dynamics of investment in fixed assets, which illustrates the socio-economic development features of each region. The study also focuses on the level of wages and incomes of the population, which directly affect migration processes, demand for jobs and general well-being. Additionally, the article presents statistical data on the number of registered and operating legal entities, as well as the share of small and medium-sized businesses in the regional economy. Special attention is paid to the vocational education system and its role in providing the labor market with qualified personnel. The analysis of educational programs [1], specialties in demand among young people and the level of employment of graduates of educational institutions is carried out. The need to modernize curricula, strengthen interaction between educational institutions and employers, as well as introduce dual and practice-oriented training programs is emphasized, which contributes to a more successful integration of graduates into the work process. The article raises questions about existing problems and barriers to the training of qualified specialists, such as the lack of material and technical base in educational institutions, limited employment opportunities in some industries and low salaries in initial positions. Based on the SWOT analysis of the educational system, the directions for improving professional training and increasing the competitiveness of the labor market in the context of growing global competition and digitalization of the economy are proposed.
