Abstract
The scientific article reveals the conceptual basis for the study of human resources of the region and its competitiveness. Modern approaches to the definition of the concept of «human resources» are analyzed and the author's definition in narrow and broad senses is given. Known methods and approaches to the assessment of human resources are highlighted, and the place of human resources in the structure of regional competitiveness assessment is determined. The theoretical provisions obtained in the course of the research complement and develop the science in the field of regional economics and economic policy from the point of view of the issues of human resources assessment and improvement of regional competitiveness. Organized scientific approaches and conclusions obtained in the scientific article lay the foundation for a new direction of scientific research in the dyad «human resources - regional competitiveness».
